Decades of road salt had deteriorated its slabs, tee-beam deck, stairs and façades, and failed drains let water through to the floors below. GRC Management retained EDG to carry a parking garage restoration from condition assessment through bidding and construction, with Local Law 126 parking structure inspection requirements in view. The parking garage repair scope covered concrete slab, tee-beam and stair repairs, joint sealing, new drains, and parking garage waterproofing with a traffic-bearing roof deck membrane.

Probes at the tee-beam joints revealed that the steel plates and reinforcement tying the precast tees together had been cut, a condition no surface survey would have found. EDG specified a structural shear-connector retrofit at 480 joints, plus carbon-fiber strengthening as conditions were uncovered. After competitive bidding and leveling, work was phased in 15,000-square-foot sections so parking stayed in service. EDG carried the project through DOB approval, sidewalk shed renewals and close-out in early 2023, and gave the owner a memo on remaining conditions to budget for ahead of the first Local Law 126 inspection cycle.

The parking garage restoration returned a structurally sound, watertight deck without taking parking offline: Motorgate stayed open 24 hours a day throughout construction. The base scope was delivered for approximately $1.5 million, in line with the leveled bids, and the new roof deck waterproofing, drains and joint sealing stopped the water infiltration driving deterioration below. The joint retrofit resolved a hidden structural deficiency that would otherwise have spread undetected. With the first Local Law 126 inspection report due in 2025, the owner has a repaired parking structure and a prioritized list of remaining items, so compliance can be planned, not rushed.
